MR-2 — Friction surfaced in phase N's verification round becomes phase N+1's input

This is the rule that cost the source project the most clarity to discover. It is mechanical now.

When a phase-close verification round surfaces an item:

  • closed is allowed only for trivial follow-ups (typo, broken link, single-line bug).
  • in-budget must be justified — a sentence explaining why this is acceptable carry.
  • deferred must be assigned a milestone ID in phase N+1 (M(N+1).x.y) in the same commit as the phase-close decision doc.

You do not extend the closing phase to absorb the friction. That’s the failure mode.

The nested numbering scheme (M7.2.1, M7.2.2) exists specifically so that carry-overs from phase N look like first-class members of phase N+1 without losing their lineage.
